He's Heimdall, one of the Norse gods, the guardian of the Gods Realm, and the one who would blow the Gjallarhorn on the Ragnarok. The harmonica hanging from his waist has Gjallarhorn written in a magic pen, so it must be the Sacred Artifact Gjallarhorn.
"Heimdall, I paid upfront for your incarnation. So make sure to keep your promise."
"...Is this what I look like?"
"No matter how you look at it, it's Heimdall!"
I clenched my fist and asserted. He's Heimdall. Heimdall had to look like Heimdall, no doubt about it!

Heimdall climbs onto Mii-chan's shoulder after clinging to her body.
